The user profile got deactivated only in one of the databases. This issue typically happens when the Expense User permission is removed before the termination date is added. The termination date is part of the travel database, so in order to terminate the user in both expense and travel databases when the account termination date is set, the user must have the Expense User role assigned.
TIP: When you want to deactivate a user profile, do not remove their roles, just insert a termination date and save.
Concur has two major databases, one in travel and one in expense. Regardless if a company only utilizes Concur's expense program, on the back end, for an Expense only (or also for Expense&Travel) profile to be fully functional, it should be present on both databases.
